Chevron Tank Farm Remediation and Development Project

February, 2012.)
Chevron is proposing remediation and
development on the 332-acre former tank farm property. The tank farm
was decommissioned in the 1990’s and is now vacant. Chevron is
proposing remediation of the property which will include several
activities expected to occur over a 3-year period: demolishing
existing buildings, excavating top soil, site re-contouring, and
capping. The remediation is intended to address crude oil
contamination from the 1926 fire and other contamination resulting
from operation of the tank farm. Chevron is also proposing
development of approximately 800,000 square feet of floor area for
business park and service-commercial uses. Proposed development
would occur in several phases over a 25 year period. Chevron is
proposing a development agreement with the City which would provide
reimbursement and “freezing” of certain development fees in exchange
for construction of area wide infrastructure. The project site is
currently within the County of San Luis Obispo but is within the
City’s sphere of Influence and is designated for development in the
Airport Area Specific Plan (AASP).

Johnson Avenue Housing Project Initial Study
The San Luis Coastal Unified School District has
submitted project plans to develop 88 residential units in seven
separate buildings on 4.36-acre site. An initial study of
environmental impact has been prepared which evaluates certain issue
areas in detail where technical studies have been prepared and
mitigation measures can be developed. For some issue areas that are
more complex, the initial study provides a workscope for the
ultimate evaluation of items in the Environmental Impact Report
(EIR) prepared for the project. The initial study is provided
through the link below.
As
a first step in the EIR process, there will be a consent item before
the City Council on February 7, 2012 to authorize staff to move
forward with the Request For Proposals (RFP) process to hire a
qualified consultant to prepare the EIR. Once a consultant is
hired, then the City will schedule a public hearing before the
Planning Commission to further refine the workscope. This will be
the first opportunity for neighbors of the project to become
directly involved in providing further input into the EIR workscope.

Prefumo Creek Commons
This Final
Environmental Impact Report (EIR) evaluates the proposed Prefumo
Creek Commons Project which is located at 11980 Los Osos Valley
Road (LOVR) and is currently undeveloped and utilized for
commercial agriculture. The proposed project would include
annexation of approximately 31 acres of agricultural land
located at the edge of the City limits of the City of San Luis
Obispo and development of 16.7 acres west of Prefumo Creek with
a regional shopping center. This proposed regional commercial
center would include 188,470 square feet of new retail space
with six separate retail buildings along with 838 on-site
parking spaces. In order to partially offset development of
prime agricultural land, 11.9 acres, the majority of which is
east of Prefumo Creek, would be set aside as dedicated to open
space. An additional 2.3 acres would be dedicated as
right-of-way for the extension of Froom Ranch Way from LOVR to
Prefumo Creek and along the project site’s LOVR frontage.

The Four Creeks
Project is a City-initiated General Plan amendment and rezoning
project to designate 18 acres of industrial land for high density
residential uses. A portion of the site would be designated
Community Commercial to allow for proposed mixed-use buildings. Two development plans have been submitted covering
different portions of the property. The Tumbling Waters Development
Plan covers 11.63 acres on 861 and 953 Orcutt Road. The Creekston
Development Plan covers 5.6 acres on 791 Orcutt, 3330 Broad and 3360
Broad. A total of 264
residential units and 10,000 square feet of commercial floor area are proposed.
